Students who once were steered into separate vocational-technical classes as a track away from college are now part of a broader, modern movement: career and technical education (CTE). Historically, vo-tech classes taught trades like carpentry, culinary arts, hospitality, and automotive repair. Today, CTE still includes those programs but has expanded to include high-demand, technology-driven fields.
Policy changes helped drive this shift. The 1984 Carl D. Perkins Vocational and Technical Education Act sought to improve program quality and repair the stigma attached to vocational training. In 2006 the law was revised and renamed the Carl D. Perkins Career and Technical Education Act, with new requirements to better link academic and technical content and increase accountability at state and local levels.
Modern CTE programs offer courses in computer programming, architectural drafting, mechatronics, entrepreneurship, and many STEM-related areas. Students can graduate ready to enter the workforce or continue into a four-year degree program. Far from being limited to “midlevel” jobs, many CTE pathways lead directly to careers in IT, healthcare, construction, manufacturing, and marketing, often with competitive wages and strong long-term prospects. An aging labor force in many of these industries only increases demand for skilled workers.
Despite these advantages, CTE enrollment has stagnated. The U.S. Department of Education reports an 11.4 percent decline in CTE enrollment between 2006 and 2014, signaling that perceptions and guidance practices still lag behind labor market realities.
The Growing Education Debt
Students who earn certifications in healthcare, IT, construction, or manufacturing—whether through high school CTE programs or technical colleges—often enter the labor market with little to no debt and can earn annual wages reported by the U.S. Department of Labor in the range of $40,000 to $77,000. Many states now offer free or low-cost technical college options, further reducing entry barriers.
By contrast, college-bound students frequently take on substantial student loans. The Wall Street Journal reports an average student loan balance of $37,172 for college graduates. Even careers that require a bachelor’s degree and offer solid starting salaries—such as healthcare, computer science, and engineering—face headwinds when graduates carry heavy debt loads and encounter the challenge of securing their first job. The Federal Reserve has reported that people aged 25 to 34 who hold a college degree can have a median net wealth of negative $1,900, a stark reminder of the financial strain student debt can impose.
Changing Misperceptions
There is a solution to the talent shortfall and the misalignment between student interests and workforce needs: better career guidance that focuses on aptitude, not just interest. Research from the University of Missouri suggests that aptitude-based assessments reveal real potential that interest surveys often miss. For example, the study found that women show the same aptitudes as men for many technical fields but express less interest in them—highlighting an opportunity to direct more talent into growing industries.
Data from the National Center for Education Statistics indicates that many college degrees awarded today are concentrated in fields such as business administration and psychology. When combined with aptitude research, these patterns indicate a misalignment: students are not always directed to the fields where their natural talents and labor market demand intersect, especially in IT, healthcare, construction, and manufacturing—sectors critical to a resilient economy.
To change perceptions and better align students with career opportunities, educators and counselors can take practical steps:
1. Use aptitude-based tools
Unlike interest surveys, aptitude-based assessments use interactive tasks to measure skills and abilities directly. These assessments help reveal talents that traditional metrics miss. Some states, such as Georgia, have recognized the value of aptitude testing and have required it as part of career guidance beyond standardized academic tests.
2. Stop judging a book by its cover
Relying solely on GPAs, SATs, and ACTs can typecast students and obscure other forms of talent. Standardized tests do not capture spatial reasoning, manual dexterity, or certain creative and technical skills that are essential in many CTE fields. All students deserve opportunities to discover their strengths.
3. Reinforce innate abilities

When talent is identified and affirmed, students connect their strengths to concrete career paths, making education more purposeful and focused.
4. Offer real options
Not everyone follows a four-year college path—and that’s a valid, valuable choice. Some individuals secure technical certifications and build rewarding careers without student debt. Skilled trades and technical professions can offer strong earnings—often in the $45,000 to $65,000 range or higher—and steady employment in areas like installation, maintenance, manufacturing, and construction. Presenting multiple pathways—apprenticeships, certifications, associate degrees, and four-year programs—lets students pursue the best fit for their lives and talents.
It will take time to overcome persistent misconceptions that CTE is a lesser form of education or only for students who “can’t” do college. Educators play a crucial role: identify where students excel, support their natural abilities, and ensure students understand the real, attainable opportunities across all pathways. Students deserve clear guidance that connects their talents to career outcomes.
