A 2019 Common Sense survey found that only four out of ten teachers considered their professional development on classroom technology to be effective. That concern grows when you consider other research showing nearly half of teachers believe students retain more information when learning with technology, and more than four in five think classroom technology prepares students better for future careers. These mixed findings point to a gap between the promise of educational technology and the practical support teachers receive to use it well.
Two widely used frameworks can help bridge that gap and guide teachers toward meaningful, student-centered technology integration: the SAMR model and the TPACK framework. Both give educators a clear way to evaluate how they use digital tools so technology strengthens instruction rather than becoming an add-on.
SAMR (Substitution, Augmentation, Modification, Redefinition) Model
The SAMR model, developed by Dr. Ruben Puentedura, describes four levels of technology integration. Teachers often begin at the lower levels and progress as their confidence and skill with tools increase. The model helps educators see how technology can simply replace old methods or transform learning in ways that were previously impossible.
Substitution
Substitution involves replacing a traditional tool with a digital one without changing the lesson’s design. For example, a history teacher who once had students copy notes by hand might post resources and worksheets online for students to download and complete in a word processor or cloud document. The task is familiar, but the medium is now digital.
Augmentation
Augmentation offers a functional improvement to the same task. In one district example, eighth-grade students created a marketing pitch and business card for a shoe design. Instead of paper and marker, students used design tools to craft professional-looking materials and a shared note app to manage tasks. The technology made organization, layout, and production more efficient and gave students new ways to present their work.
Modification
At the modification level, technology redesigns parts of the task and increases collaboration or interactivity. A teacher might have students work in small groups using tablets to gather ideas, then project combined lists from a collaborative app on an interactive whiteboard. Allowing a range of personal devices to connect for collaborative exercises and formative assessments changes how students engage and how the teacher facilitates learning.
Redefinition
Redefinition enables learning activities that were impossible before digital tools. For instance, young students comparing town and country life can now communicate live with partner classes across the country, share videos, and co-create slide presentations that each partner updates. These projects combine communication, multimedia production, and real audiences, giving students authentic purposes for learning and new perspectives on the topic.
TPACK Framework
The TPACK framework, developed by Punya Mishra and Matthew J. Koehler, highlights three intersecting types of teacher knowledge: content knowledge (what you teach), pedagogical knowledge (how students learn best), and technological knowledge (the digital tools and resources that support learning). Effective technology integration sits at the intersection of all three—where content, pedagogy, and technology align.
To use TPACK, start by examining your curriculum and learning goals, then consider pedagogical approaches that suit those goals, and finally select digital tools that genuinely support both. For example, a third-grade unit on area and perimeter can become a project-based inquiry: students design a scaled park using a 3D design tool, then write a persuasive letter explaining their choices. The content is math, the pedagogy is project-based learning, and the technology supports design, modeling, and communication.
How to Get Started
Choose the framework that feels most useful for your context. If you start with SAMR, inventory the devices and software you have available and pick a lesson that works well. Make one change to improve that lesson, even if it’s a simple substitution or augmentation. Small, successful steps build confidence, and students will often push you to try more features and higher levels of integration.
If you begin with TPACK, start with the learning goals and pedagogy. Ask what students should know and how technology can help them reach those goals. Begin modestly: many first attempts will resemble SAMR’s substitution or augmentation levels—and that’s a natural and effective way to learn.
With either approach, the most important principle is to start where you’re comfortable. Meaningful change rarely happens overnight. Use these frameworks as guides to make deliberate choices about technology, and focus on steady progress that makes classroom learning deeper, more engaging, and more connected to real-world skills.
